Clinvar db for ANNOVAR

使用Github Actions自动更新ANNOVAR所使用的Clinvar数据库。Action的运行频率为每天一次。

本repo使用mobidic/update_annovar_db的脚本，对Clinvar的VCF文件进行处理。
