Missing libprotoc-dev on Ubuntu #22

The RProtoBuf fails to install because it is missing libprotoc-dev and protobuf-compiler on Ubuntu16 and Ubuntu18.

Ran into this as well. libprotoc-dev is in the DESCRIPTION of RProtoBuf but not picked up by the rule for protobuf-compiler.
