feat: ban ALTER SOURCE for shared source, and refine all ALTER clauses

What's changed and what's your intention?

• ban ALTER SOURCE (schema change) for shared source
• also examined all ALTER clauses for shared source, refined some behaviors
  • alter state table for ALTER OWNER/SCHEMA
  • ALTER RATE LIMIT: source rate limit is the same as non-shared source; backfill rate limit is not supported
  • ALTER parallelism is not suppoorted
  • Only meta V2 (SQL) is updated. Do not bother to update V1
