proposal is once #48 is done we look through the unified theme and evaluate all the choices there using:

best practices
users/maintainers inputs
- This PR prompted this issue: update spec to use latest docs-spec-template features riscv-non-isa/riscv-iommu#342
- groups.io query
- doc-sig meeting

My hope is this can be done quickly and can be useful regardless of #49

I'll write up pdf style design guide that captures the decisions we make as well.
