Develop a machine-consumable version of spec

Request for a machine-consumable version of the spec have come in. Need to add some details about to create this version (asciidoc has a way) and then figure out if we need to provide on library page.

• How does this request consider https://github.com/riscv/sail-riscv? As the machine-consumable spec?
• If not above, why need a machine-consumable version?
