No Navigation Options, Root is Empty

Site tree is blank, adding manual navigation fails because root is empty

Hundreds of pages in a hierarchy should produce a site tree, and adding manually should be possible

Steps to reproduce the behavior

Just logging in as any user and the site tree is blank. Or log in as administrator and try to add a link and you can't as it can't find anything in root.
