"Welcome to Member Portal" Setup Screen

First install of the app

As an user,
I would like to see a setup screen after first install
so that they can name the member portal and create the first admin user.

If no users exist and setup has not been done, show the user a setup screen. WordPress does this pretty well. The first user will be the first admin and allow the user to also define some site wide variables such as the name of the member portal.
