Log in as an instructor (e.g. Travis), go to courses and click on a course that has students, click View under a section that has students, then click edit in the bottom right. Add a TA then click Save Section.

A popup appears saying "You do not have permission" even though the student gets saved as a TA

Only occurs for the courses Art, Community and Technology and Media Studio: Imaging but not Mestizo Robotics.
