I think this was in general a mechanism to help shortcut discoverability. I thought we would be using number shortcuts for secondary (tab) selection, just like we do for primary. My suggestion:

While we are not looking (yet) for ways to highlight shortcuts to individual input fields, we would like to have some way to discover the secondary navigation shortcuts from within the app. The primary shortcuts are based on platform conventions, so users can discover them on their own by simply trying the familiar combinations, but for secondary shortcuts we are just making them up. We can put them in the docs (and once in release notes), but many users will miss them. I guess we eventually want to have a docs page "Keyboard shortcuts" and a corresponding entry in the Help menu. |

We settled on primary navigation for the Preferences window in #2627, but still need to agree on an acceptable pattern for shortcuts that navigate tabs inside of preferences
We had proposed two options
I'd like to discuss more to see if we can't settle on an optimal pattern
