Steps to reproduce (required)

Run the Purge AWS Test Resources or Purge AWS EKS Clusters workflows. (they are also scheduled)

Observed behavior (required)

The workflows fail in the Install AWS CLI step:

Package awscli is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source

E: Package 'awscli' has no installation candidate

Desired behavior (required)

Workflow should run successfully

This also causes the follow VPC Create issue because the EKS clusters aren't being cleaned up properly.
