Observed behavior

There's no way to use rad resource show to visualize an environment scoped resource.

➜ rad resource show daprStateStores statestore
Error: no application name provided and no default application set, either pass in an application name or set a default application by using `rad application switch`

Desired behavior

➜ rad resource show daprStateStores statestore

Should successfully show the resource.
