Add build support for an archive category or tag in metadata that would:

• not build the page with this tag
• not show this page on the production site
• be implemented similarly in support-how-to, technical-blog, and product docs

With this tag, content to be archived can stay in original page bundle location and not have to be manually moved to an archive directory. @codebyravi please let me know if I'm missing potential negatives or side effects of this approach.

I like the concept. We can also write scripts to filter by tag when we're asked to provides counts of active articles in the repo or lists of unaudited articles.

Can do this as part of redesign/re-architecture effort.
