Create resonator device(s)

Add a Device compatible with the new generic cell creation function that creates a resonator at a given frequency. Should take impedance as input and calculate the appropriate length.

Non-QNNGDS code is available for a half-wave step-impedance resonator that just needs to be adapted. This issue can have multiple assignees to create different resonator architectures if desired.
