Improvement startup time, remove/tweak 'Ensure files in storage have correct ownership'

Task 'Ensure files in storage have correct ownership'
needs to only do the files required, i.e. don't do resources, this can be done as a background job or left alone if the root folders are correct.

Reason being is that a NFS store doing a chown/chmod on files even if in correct setting takes 'forever'. So best to not do it if in the correct state.
