[HUD] Remove testing oversights and tests page (#5871)

After discussion with @PaliC There's some interesting queries here, but it might be easier to start from the beginning with a redesign instead of migrating to CH Briefly took a look at google analytics and testing_overhead got 7 views in the past month which is .06% of our traffic, and tests didn't get any, probably since its not referenced from anywhere. I don't know if I'm reading this right though
