Scoutfish 32 bits on Windows #2

PyChess downloads Scoutfish from Github when you tick the relevant checkbox in the external modules.

The x32 copy seems to be a 64 bits version, so it doesn't run. The workaround is to recompile mcostalba/scoutfish oneself and replace the executable located at %HOMEPATH%.local\share\pychess\engines\scoutfish_x32.exe.
