Upgrade to libsodium 1.0.19 #807

Libsodium 1.0.19 is finally out!
Would it be possible to bump the version of libsodium used by pynacl to the latest please?

I tried to have a go myself, but the bump for 1.0.18 touched 151 files so I think it's beyond my reach unfortunately.
