According to the Debian repository format, Katello with structured APT should configure plain components on hosts. Since these are already computed within pulp_deb, as a property, I want to avoid duplicating this logic in Katello. With this change, Katello can simply ask pulp_deb for plain components.

It really does not cost us much of anything to expose the plain components.
