Realtime queue has a 4 hour latency

Currently and for the first time since deploying the pdf generation queue, we have a very significant latency with 22 jobs on the queue and all 6 workers busy.

ea794d2c-1cdb-4314-b71c-55eabe70dd89 has currently been running for 1 hour and c872fab0-2970-4b22-94e2-72c9d837bd29 has been running for 40 minutes. Other workers are at 15 min, 13 min, 1 min, and 1 min.

We should evaluate whether we need more realtime workers or some other solution.
