Integration with plots2 .

We only need to integrate it to /people for now .

The current LBLD API definition looks fine , we just have to pass BlurredLocation object AND integration is done 😄 !

What more changes should be done to make LBLD API more easy to integrate ?

Noting in #39 (comment) that we might default to geoJSON but show an example response handler written for the plots2 API.

Also noting we may want to have an optional "precision" parameter and think how this would be used to add an extra layer of protection to be sure we truncate properly?
