Migrate all governance requests (voting/proposals) to use the new endpoint(s)

Problem Definition

Updates to wallet are continuing, but wallet-lib will no longer be supported. Instead, explorer-service is handling requests to updated wallet libraries going forward. We need to replace our current proposal/voting implementations with API endpoints to start using the new wallets.

Update the proposal and voting endpoints to use:
