Add missing funds banner to Check Address Modal

Describe the task that needs to be done
If a user has not funded their Omen Account they are not able to claim for an external address. We need to alert the user if the Omen Account is not funded with Dai.

Add a banner to the Modal:

Describe how do you expect to test the task resolution

• Banner should be visible for users who have not funded their Omen Account with Dai
• Claim button should be disabled if user has not funded their Omen Account with Dai
• Banner should not be visible if the user has Dai in their Omen Account
