The reason that maxOccurs in all test cases is that it is set in the nxdl_manager.py code:

punx/punx/nxdl_manager.py

Line 317 in f0e707d

self.maxOccurs = 1

Was expecting this in base classes to be set to "unbounded". Investigate separately.
