Some of these issues may or may not be covered by other issues

• Promoter, Provider, and Permitter currently seem to have the same privileges.
• Promoter, Provider, and Permitter cannot access approved plans created by accounts with no roles or users with no accounts.
• Users with no account can create a plan.
• Users with an account but no role can create and submit a plan.
• Suggestion: with the fact that users with no account can create a plan and users with an account and no role can create and submit a plan, you might want to make it so admin can delete plans.
