Notification window for bluetooth spans top of screen

(1) Issue/Bug Description:
Bluetooth notifications span the top of the screen.

(2) Steps to reproduce (if you know):
Activate bluetooth, connect mouse, turn bluetooth on/off

(3) Expected behavior:
a small popup associated with the notfication may appear

I have some errors in my journal log related to this that indicate this may be a result of interaction of the gnome system tray and popshell, I'll continue looking as I'm able and update with additional info.
