(1) Issue/Bug Description:
I use the Pano Gnome extension and it does not work on X11 when Tilling is enabled and the mouse cursor is on the "active" display. It only works when tilling is disabled or if I move the cursor to the other display (without clicking) and press the shortcut again.

(2) Steps to reproduce (if you know):
Have the Pano extension installed and enabled, tilling enabled, and using X11. With two monitors, click on one to focus it and keep the mouse there, then press Pano's keyboard shortcut to show the interface.

(3) Expected behavior:
Pano's interface should appear. But it only works when tilling is disabled or when the mouse is hovering over the "inactive" display.

(4) Distribution (run cat /etc/os-release):
PRETTY_NAME="Ubuntu 22.04.3 LTS"
NAME="Ubuntu"
VERSION_ID="22.04"
VERSION="22.04.3 LTS (Jammy Jellyfish)"
VERSION_CODENAME=jammy
ID=ubuntu
ID_LIKE=debian
HOME_URL="https://www.ubuntu.com/"
SUPPORT_URL="https://help.ubuntu.com/"
BUG_REPORT_URL="https://bugs.launchpad.net/ubuntu/"
PRIVACY_POLICY_URL="https://www.ubuntu.com/legal/terms-and-policies/privacy-policy"
UBUNTU_CODENAME=jammy

(5) Gnome Shell version:
GNOME Shell 42.9

(6) Pop Shell version (run apt policy pop-shell or provide the latest commit if building locally):

commit b5acccefcaa653791d25f70a22c0e04f1858d96e (HEAD -> master_jammy, origin/master_jammy, origin/HEAD)
Author: Edward Li <[email protected]>
Date:   Thu Apr 27 13:32:59 2023 -0400

    fix: update GrabOp classification for GNOME 44

(7) Where was Pop Shell installed from:
GitHub (master_jammy branch)

(8) Monitor Setup (2 x 1080p, 4K, Primary(Horizontal), Secondary(Vertical), etc):
2 x 1080p, both horizontal.

(9) Other Installed/Enabled Extensions:
Pano - Clipboard Manager (GitHub / Gnome Extensions)

(10) Other Notes:
I tried using xprop to add the extension interface to the exclusion list, but there is no WM_CLASS, just this one property:

❯ xprop
XdndProxy(WINDOW): window id # 0x20000b
