How did you upgrade to 22.04? (Fresh install / Upgrade)
This was a clean install from the recovery partition after upgrading with pop-upgrade. I had the same issue after pop-upgrade release upgrade -f. I also had the same issue after refresh OS from recovery partition.

Steps to reproduce (if you know):
This was the first thing done on a clean install from the recovery partition on an Oryx Pro, then open pop shop and click Update button for Operating System Updates.
Expected behavior:
No errors when updating packages on a clean install.
Other Notes:
I first had this issue after pop-upgrade release upgrade -f. I thought it was related to some apt sources or packages I had installed, so I did a clean install and got the same behavior.
