Write pallet that implements CoretimeInterface #254

There are some things like CoretimeRevenue that could be handled in a specific pallet better. Also for handling the burning of the fees we will need to have the functionality living somewhere, that could be put into the pallet as well. The pallet should live directly here in this repo.
