setup.py doesn't install templates #2

The templates directory is missing when installing via pip install https://github.com/playfire/django-debug-toolbar-user-panel/zipball/master. Probably needs an entry in setup.py.

Thanks for quick fix, however it's not complete. Templates are now included in the egg, but still not installed.

Really interesting, it does install using --root, but doesn't without it. I'm using a virtualenv BTW.
