Option for prefix and suffix

Right now you can set a per-link template, and it is joined with newlines. It would be very useful to be able to add a prefix and suffix. For example I am trying to create an html list and would like to prefix with <ul> and suffix with </ul>.

I think what @kevincox is asking for would be really helpful.
There are use cases where you need to enter something at the beginning, at the end, or in both places.
Please consider adding this functionality.

There were several scenarios I was thinking of when I supported this request.
Some of them were:

• CSV files that had a header
• array or hashtable declarations
• diagrams in PlantUML
• markdown tables
