Add docs on how static assets (JS/CSS/IMG) are generated/cached #40

We store static assets for CSS, HTML and even IMG files. There needs to be a documentation page that describes how and where this is stored.

  • Add documentation
  • Describe how and when to generate for release and commit to repository
  • Describe the role mediaVersion plays.
