Can't get into recovery

I've got 2 devices, one worked perfectly (using the Linux instructions). On the other, I get through to the point of writing the recovery, reboot using VOL+, and it just pops up the Lenovo screen. I've also tried 'adb reboot recovery', same thing. I've run through the process multiple times, same result.

Any ideas?

I tried using the Lenovo RSA on a windows box, but it gets stuck on connecting to the device even though something does show up in my "devices" listing on windows settings.
