Support v0.70.0 chain upgrade

New proving key binaries with the next chain upgrade. We'll need to push fresh deployments right after (extension, web app, packages).

• Update all non-crate deps #841
• Update core dependencies to v0.70.3 #839
• Update proving key version tag
• Do a full sync with with assertRootValid() enabled. Will throw if TCT roots are not correct. Ignore for now!
• Manual testing to confirm extension works with main flows

• Merge changlist PR or manually run pnpm changeset version. Will publish updated npm packages. Here: Version Packages #799
• Update manifest version based on the newly updated package.json version in the extension.
• Create repo release with vX.X.X tag. Triggers approval to run chrome extension publishing.
• Run pnpm build in the web repo's root. Then take minifront & node-status dist output and make PR against core repo to update node's frontends
• Wait 1-3 days until new extension version is live on chrome web store
• Run Deploy Static Site github action
• Sync w/ Park on comms for latest features
• Update deployment docs with latest deployment template - Create issue template for deployments #888

@jessepinho can you make a PR to update the deploy docs with the latest deployment steps when you get a chance? That should be the finally thing closing out this issue.
