crontab schedule

@aarontc,

We probably want to send announcements out via the bot 5-10 times per month. EG for the June meetup:

• I sent out announcements right after the May meetup (on May 3rd) -- email, slack, and I should have tweeted
• I will probably send out a reminder in the next couple of days so folks have it on their radar
• I will send out a reminder 1 week out
• I will send another reminder a couple of days out
• And probably a final reminder Monday before the meeting, maybe the day of.

We should probably figure out if we are using plugins and if we need to send more eg tweets than emails prior to creating a crontab; but having a sample crontab in the repo would be nice if we need to move servers, etc.
