modal always reappears on reload even after accepting by the user

Same problem here, seems like the gdprcookienotice cookie is not being set after the user clicks on the "accept" button.

I figured out that in my case the problem was that I was calling my development website with localhost as hostname. By design most browsers refuse to set cookies if the domain name is first-level (not containing dots). Assigning a fake hostname such as http://my-website.local worked for me.
