Some commits in tree don't affect the end-user builds, such as NPOTB commits, tier 3 bugs, tests and other "plumbing" commits.
We should ignore some components or five them a lower value.
These bugs may have an internal value for uplifting (telemetry on beta, sheriffing work, releng work…), maybe an option would be to divide the final score by 2 or 3 if they are in a non-essential component.
