[SELC-5009] ops: Update Workflow to Use release_docker Template from selfcare-common #149

List of Changes

  • Updated the workflows configuration to use the "release_docker" template from selfcare-common.
  • Remove call_release_me template
  • Included configuration for uploading the OpenAPI file to Azure storage, in line with the new template requirements.

Motivation and Context

This pull request updates our current workflow to utilize the "release ms" template provided by selfcare-commons. The latest version of this template includes a crucial step for uploading the OpenAPI file to Azure storage, which is necessary for automating the release of external APIs for selfcare as described in here
