Getting error on all GA workflows, even those that previously succeeded. libcrypto.so.1.1: cannot open shared object file: No such file or directory

All workflows working fine until today when all fail with the same error:
libcrypto.so.1.1: cannot open shared object file: No such file or directory
Rerunning workflows that succeeded yesterday (or further into the past) fail with that same error.
I tried solutions seen on the web, e.g. build/install openssl 1.1, but that does not solve the problem.
Did github change how this library is being found?
Anyone else seeing this issue?
