Environments html_url doesn't filter as expected

The html_url returned by the environments API endpoint seems to be to an old page that no longer functions, and just redirects to the non-environment specific deployment log page.

The current return value seems to be of the form https://github.com/github/hello-world/deployments/activity_log?environments_filter=staging, but it should now be of the form https://github.com/github/hello-world/deployments/staging.
