For the User GraphQL object and User REST API, we are able to get the user-specified string location from their profile.
Users are also able to set a local timezone. Would it be possible to also expose this timezone (e.g. as a UTC offset) in the REST API?
Use case: the My Badges project uses the location to guess the user's timezone, in order to grant badges based on local day of day when changes were submitted: https://github.com/my-badges/my-badges/blob/master/badges/time-of-commit/time-of-commit.ts
This implementation has a large map of regex's that attempt to match known locations to their UTC offsets. This is fuzzy at best, and perpetually incomplete.
