I have currently granted the following permissions:
Full control of orgs and teams, read and write org projects
Full control of organization hooks
Full control of repository hooks
Full control of private repositories
'admin:org,admin:org_hook,repo,admin:repo_hook'
I am able to create a private repo, but using the exact request provided by the docs: https://docs.github.com/en/rest/repos/webhooks?apiVersion=2022-11-28#create-a-repository-webhook
I receive 404 when trying to create a webhook on it.
Checks are hundred percent. Correct Owner, correct Repo name, correct URL, correct permissions: 404 no other information.
