Preparation for Hacktoberfest 2023

Hacktoberfest starts in a month and a half. I think it would be a good idea to actively encourage participants. Here's a rough draft of a plan to be ready for an influx of participants:

• Tag all repos needing/wanting targeted help with "Hacktoberfest"
• Ensure OVOS repos/org pops up on relevant searchable Hacktoberfest links
• Put something in the OpenVoiceOS README welcoming participants and helping them get started
• Spend time putting together a really good user-friendly document for creating an OVOS dev environment, to encourage participation

• Be sure to set up easy, low-hanging fruit issues - this is a great opportunity to spruce up documentation and make sure every repo has details in its README that are often neglected during rapid development cycles
• Reach out to organizations like FreeCodeCamp to boost visibility

Could be a great opportunity to get more eyes and hands working on documentation as well as straightforward skill cleanup, or localization!
