Environment variables are remain "null" until I run "composer serve".

I am using additional environment variables in workbench\.env. These variables remain null until I run composer serve once before executing my tests.

Steps To Reproduce:

composer serve

composer test

[dasundev]

This issue is also a weird one.

I figured out why this is happening. When I purge the skeleton package, the .env file does not get recreated at vendor/orchestra/testbench-core/laravel/.env when executing tests.
