Eclipse (PDE) project requires two builds for inlined dependencies [PAXCONSTRUCT-112]

After a build, PDE complains: "Package 'com.foo.bar' does not exist in this plug-in". To make PDE happy, a second build with "mvn pax:clean pax:eclipse" is required.

Here is an example project that sources javax.mail and javax.activation.

Since this requires an opened Eclipse environment to test, no test case is provided.
