[XLA:GPU][Emitters] Use DeviceDescription in lower_tensors.cc.
I tried to initialize se::DeviceDescription in the LowerTensorsPass constructor, but TableGen does not like it. I will try to fix it in a follow-up. PiperOrigin-RevId: 701701647
