[RDS] Request for New Features: Enhancements for Relational Database Service (RDS) Management

Our current workflow revolves around managing Relational Database Service (RDS) instances and their associated functionalities. To optimize these processes, we propose enhancing the following features:

1. Introduce the ability to manages RDS cross-region backup strategy resource.
2. Introduce the ability to manage an RDS instance EIP associate resource.
3. Introduce the ability to manage RDS PostgreSQL database resource.
4. Introduce the ability to manage an RDS PostgreSQL database privilege resource.
5. Introduce the ability to manage RDS PostgreSQL account resource.

We eagerly await the launch of these features.

The database squad does not support the initiative to activate these APIs due to security risks:

1. Introduce the ability to manage RDS PostgreSQL database resource.
2. Introduce the ability to manage an RDS PostgreSQL database privilege resource.
3. Introduce the ability to manage RDS PostgreSQL account resource.

2. Introduce the ability to manage an RDS instance EIP associate resource - for this we have public_ips attribute in opentelekomcloud_rds_instance_v3, i you want resource only for EIP association please respond, we could create it.
