I understand that my privilege is showing, but at least on my external monitor, there's plenty of room in the sidebar to display whatever custom style configs I might have added: it would be convenient to be able to see results in real time when the editor is in one window and the affected site is in another.

Definitely a "nice to have," not a "need to have."

You can already enable the option to open the editor in a separate window and arrange it side by side. There are also desktop environments/utilities that can re-arrange windows automatically per configured rules.

In the future we'll try to use chrome.sidebar API.

Actually it's unclear what the issue is about as "style config options" and "editor sidebar" are about the editor tab's inner contents and not related to the web page tab, whereas mentioning "the affected site" implies you want to arrange the tabs/windows side by side.

Ah, I'm dumb, it's #1715. Having a screenshot really helps convey the idea.
