I was looking for cases for #1347 and found https://www.openstreetmap.org/node/1578857519 which shows up like this in iD:

Same happens here.

First I thought this might come from NSI, but I don't see it there.

Anyone knows what is happening here and how to make the preset "win"?

@k-yle thanks for looking this up.

I am not familiar with the recent work in NSI, but I think this is going a bit too far, isn't it?
The operator overwrites the preset in a way that makes the preset a lot less useful…

Is this something to discuss here or in iD or in NSI?

As far as I know, this is how NSI has behaved for years. It made me change my habit, to now search for the operator rather than searching for the thing that you want to map. this makes sense for brands but it can be a bit weird in some contexts:
