We need to add population target data to the encounter ETL, details found here: https://drive.google.com/open?id=1838F5-pjPLs3GLB2bYA_n_Ch_BO01uJJPDmV0X18xhE

For every encounter (row) from each facility and year, add the corresponding value in the attached spreadsheet. We should just add one column labeled "under_5_pop_target"
