We're seeing reports of unicode characters in the source HTML being misinterpreted when rendering out the final HTML.

Suggestions during triage:

could osrelease, which runs on windows, be involved with this? ie are we uploading files with unexpected encodings?
is there any part of our report wrapping function that is involved?
maybe something to do with encoding of the HTML?
